Suicides at Clark County Jail prompt changes - Northwest - The ...

VANCOUVER, Wash. ? A spate of suicides at the Clark County jail is prompting officials to make changes.

The Columbian newspaper reports ( http://is.gd/Z1ts5T) that four prisoners have hanged themselves while in custody this year, and there have been 19 attempts. By contrast, there were nine suicides at the jail from 2007 to 2011.

In response to increasing pressure from mental health advocates, families of inmates, custody officers and county commissioners, Sheriff Garry Lucas has directed that changes be made.

County commissioners are expected to approve a supplemental budget next month that includes $545,000 for modifications to the jail. That work includes replacing all 42 shower heads with shorter-nozzled models, and replacing at least 356 protruding fire sprinklers.

Mental health services in the jail will be increased by 40 hours, to 120 hours a week, and services will be available during the night. A psychiatrist will be at the jail three hours a week to see the most troubled inmates.

Remember late last year when Recon Instruments introduced its MOD Live Android-enabled heads-up display for the likes of ski goggles?Joining the ranks of other optics makers, Oakley's partnered with the company to seamlessly integrate the augmented-reality unit into its own goggles, dubbed Airwave. It's not just another shell for the system, either, as Oakley will be providing a companion app that'll work with iOS -- which seems to be first official instance as such since Recon itself said it would be coming earlier this year. The MOD Live itself is otherwise the same right-eye positioned system (providing a perceived 14-inch display at five feet away) we've seen for almost a year now, so don't expect to get the clearest picture if you're left eye dominant or use contact lenses for distance. Furthermore, there's still GPS for tracking friends / navigation, and Bluetooth to work with a water-resistant wrist remote that allows you to control your smartphone and the display itself. Of course, this also means Recon's Android SDK will also be workable, as will your Contour camera.

If you're interested in Oakley's spin on the MOD Live, the Airwave will hit Apple stores on October 31st for $600 in your choice of black with a black Iridium lens, or a white with black graphics and a "fire" colored variant of the lens -- yes, they're interchangeable just like most of Oakley's other specs. Now, how about those full-on smart glasses to take on Google Glass as the company's CEO mentioned in April?

Arch Coal reports sharply higher 3Q earnings

ST. LOUIS (AP) -- Arch Coal Inc. said Friday that cost-control efforts helped boost its third-quarter results well above Wall Street expectations. But it cautioned that the coal industry's challenges will linger into next year.

Net income totaled $45.8 million, or 22 cents per share, in the July-September period. That compared with $8.9 million, or 4 cents per share, a year earlier.

Revenue at the St. Louis-based company fell 9 percent $1.09 billion. Adjusted income was 20 cents per share, compared with a loss of 15 cents on revenue of $1.02 billion, according to FactSet.

Shares of Arch rose 10.7 percent, or 78 cents, to close at $8.09 Friday.

Arch Coal Chief Executive John Eaves credited tightened purse strings for the company's stronger third-quarter results. He also cited modestly improved conditions in the U.S. market for coal used in electrical generation, "driven by favorable summer weather and higher competing fuel prices."

The coal industry has been battered as utilities switch from coal to cheaper natural gas. The futures price of natural gas hit a 10-year low of $1.91 per thousand cubic feet in April because of booming gas production. But a rebound in those prices lately has buoyed hopes that power plants increasingly will shift back to coal.

Eaves on Friday said he saw a bottoming out of the market for coal used to make steel. Global steel demand is constrained by the economic recession in Europe and slower-than-expected growth in China.

"We believe global coal markets are in the process of correcting," he said separately in a statement.

Arch said it shipped 37.5 million tons of coal in the third quarter. That was a decrease of 6 percent when compared with the same period a year earlier but a 19-percent jump from the second quarter.

Still, 2013 will be a difficult one for the coal industry, said Paul Lang, Arch's executive vice president and chief operating officer. But he added that "we believe our ongoing efforts will allow Arch to emerge from this cyclical downturn as an even stronger company."

Looking to keep costs in check, Arch said it expects capital spending of roughly $350 million in 2013, below its estimated range this year of $410 million to $430 million.

Arch is among many coal companies that have struggled as utilities switch to cleaner, cheaper alternatives. Arch in June announced it would lay off about 750 workers in the Kentucky, Virginia and West Virginia coalfields. Arch blamed the move on market pressures and a challenging regulatory environment that it said has pushed U.S. coal consumption to a 20-year low.

All the while, Arch said Friday, the company has pressed ahead with development of an Appalachia mine bearing metallurgical coal.

What is heli skiing? You might probably be amazed at how many different kinds of skiing there are.

In general, skiing as a whole can always be dangerous and challenging. There is the snow skiing, the water skiing, and now another form and type of skiing? the heli skiing.

Heli skiing comes from the word skiing and helicopter. The literal analysis of the word would come up with the literal and practical definition for this recreational or sports acivity.

Heli skiing is a term used to denote the practice or action of Alpine skiing with the use of the helicopter. Why the helicopter? You might ask.

The helicopter

Helicopter is used in heli skiing so the skier can be able to gain extreme altitude that would be impossible to be gained or attained by any person without the help of the helicopter.

Heli skiing enables the skier to ski coming off from different and various starting points. Skiing in very remote areas can also be made possible by heli skiing.

As such, heli skiing can be safely and appropriately classified as a very extreme sports. Because heli skiing is mainly done in remote and unlikely places or areas for skiing, the dangers of avalanches is very evident.

Heli skiing is also never free of the dangers posed by the existence of rocks and trees.

The helicopter used for helis skiing is also not the ordinary helicopter used in the modern times. They are specially designed and are used to carrying out the task of helping heli skiers lift up and ski at great heights.

A short history

Heli skiing is an extreme sport developed and introduced in April 1965 in Canada by Hans Gmoser.

Hans Gmoser is an Austrian who migrated to Canada in the 1950s to pursue and chase after greener pastures. Ironically, the man found whiter pasture, because the Canadian state where he got into turned out to be covered with thick snow.

By that time, there are a number of Austrians who went up and posed on top of Mt Everest in the Himalayas. The thrill and excitement aroused the national pride in the extreme sports fanatic, Mr Gmoser.

To have his own participation in the emerging Austrian pride for the heights, Mr Gmoser devised and designed an extreme recreation or sports to lift snow skiers in the Bugaboo Mountains.

Because no one has ever tried it before, he introduced skiing using helicopters to lift up the skier to greater altitudes.

The result was an extreme fun and thrilling exercise. Hel skiing was born.

The modern times

The modern times is characterized by extreme recreation and sports. That is because most people are earning their living through the corporate scene.

Most people are engaged in seats and in front of computers in general to earn their living. That is why the opportunity of going out and sweating it all out through extreme activities in the great otdoors thrill most people.

Heli skiing has it all and more. It can also be too risky and deadly. Experts and less-gutsy people stay away from it because the activity is truly not one to keep your visceral parts at peace.

Around the dinner table, on long car trips, maybe even just sitting around together, family members tend to share their opinions on everything from the upcoming presidential election to ?Here Comes Honey Boo Boo.?

Do the people you live with have strong opinions? Does everyone usually agree? Are there significant generational differences over certain subjects? What?

Ana Hebra Flaster, who is part of the three-generation family portrait shown above, wrote an Opinion piece about defying her parents. In ?Don?t Tell Dad, I?m Going to Cuba,? she writes:

I lied to my father, told him we were on Cape Cod when, in fact, we were bouncing around the battered streets of Havana in our friend Jos??s 1953 Chevrolet Deluxe, the one with the new Toyota engine but no working gauges on the dash. Nothing about Cuba is easy. Not the politics, not the crazy convertible peso and definitely not the getting there. But as a Cuban-American trying to connect with the last twigs of our family tree in Havana, the biggest obstacle I faced was my father?s disapproval.

My working-class parents originally supported the revolution ? my mother even sold bonds and collected medicine for the rebels. But after it triumphed, politics became the center of life, and the new society demanded daily doses of vigilantism, denunciations and repression of the self. My parents muzzled themselves, applied for permission to leave the country, waited years for it to come, and finally, in 1967, immigrated to the United States.

Now my 80-year-old father, like many older exiles, vehemently criticizes Cuban-Americans who return. Papi sees each dollar, bar of soap and laser printer we bring back to our families as power flowing into the Castro brothers? hands. When I told him I was considering a trip to Cuba, he fought hard to dissuade me, calling me daily from his home in New Hampshire. ?Don?t you see you?re keeping those bastards in power? Cuban-Americans threw $4 billion at that economy last year! You?re legitimizing their repression! After all we did to get you out, now you want to go back??

GENEVA (AP) ? Forget the seven Tour de France victories. Forget the yellow jersey celebrations on the Champs Elysees. Forget the name that dominated the sport of cycling for so many years.

As far as cycling's governing body is concerned, Lance Armstrong is out of the record books.

Once considered the greatest rider in Tour history, the American was cast out Monday by his sport, formally stripped of his seven titles and banned for life for his involvement in what U.S. sports authorities describe as a massive doping program that tainted all of his greatest triumphs.

"Lance Armstrong has no place in cycling and he deserves to be forgotten in cycling," said Pat McQuaid, the president said of the International Cycling Union. "This is a landmark day for cycling."

McQuaid announced that his group, known as UCI, accepted sanctions imposed by the U.S. Anti-Doping Agency and would not appeal them to the Court of Arbitration for Sport. McQuaid said he was "sickened" by some of the evidence detailed by USADA in its 200-page report and hundreds of pages of supporting testimony and documents.

The condemnation by cycling's most senior official confirmed Armstrong's pariah status, after the UCI had backed Armstrong at times in trying to seize of the doping investigation from USADA. McQuaid said the UCI endorsed a life ban for Armstrong after almost two weeks studying the American agency's evidence, and will meet Friday to discuss going after his 2000 Olympic bronze medal.

Tour director Christian Prudhomme said he no longer considers Armstrong to be a champion from 1999-2005 and wants him to pay back his prize money.

"We wish that there is no winner for this period," he said in Paris. "For us, very clearly, the titles should remain blank. Effectively, we wish for these years to remain without winners."

Armstrong's representatives had no immediate comment, but the rider was defiant in August as he chose not to fight USADA in one of the agency's arbitration hearings. He argued the process was rigged against him.

"I know who won those seven Tours, my teammates know who won those seven Tours, and everyone I competed against knows who won those seven Tours," Armstrong said then. "The toughest event in the world where the strongest man wins. Nobody can ever change that."

USADA said Armstrong should be banned and stripped of his Tour titles for "the most sophisticated, professionalized and successful doping program that sport has ever seen" within his U.S. Postal Service and Discovery Channel teams. He will lose all his race results since August 1998.

The agency welcomed the decision by UCI, following months of sparring between the two organizations.

"Today, the UCI made the right decision in the Lance Armstrong case," USADA CEO Travis Tygart said in a statement, which called on cycling to continue to fight doping. "There are many more details of doping that are hidden, many more doping doctors, and corrupt team directors and the omerta has not yet been fully broken."

The USADA report said Armstrong and his teams used steroids, the blood booster EPO and blood transfusions. The report included statements from 11 former teammates who testified against Armstrong, including that he pressured them to take banned drugs.

"I was sickened by what I read in the USADA report," McQuaid said, singling out the testimony of former teammate David Zabriskie. "The story he told of how he was coerced and to some extent forced into doping is just mind boggling."

Armstrong denies doping, saying he passed hundreds of drug tests ? he has claimed as many as 500. UCI conducted 218 tests and there were another 51 by USADA, although they are not the only drug-testing bodies. USADA's report, released earlier this month, was aimed at showing why the agency ordered the sanctions against him.

"At the moment Lance Armstrong hasn't admitted to anything, yet all the evidence is there in this report that he doped," McQuaid said.

On Sunday, Armstrong greeted about 4,300 cyclists at his Livestrong charity's fundraiser bike ride in Texas, telling the crowd he's faced a "very difficult" few weeks.

"I've been better, but I've also been worse," Armstrong, a cancer survivor, told the crowd.

While drug use allegations have followed the 41-year-old Armstrong throughout much of his career, the USADA report has badly damaged his reputation. Longtime sponsors Nike, Trek Bicycles and Anheuser-Busch dropped him last week, and Armstrong also stepped down last week as chairman of Livestrong, the cancer awareness charity he founded 15 years ago after surviving testicular cancer which spread to his lungs and brain.

After the UCI decision Monday, another longtime Armstrong sponsor, Oakley sunglasses, cut ties with the rider.

Armstrong's astonishing return from life-threatening illness to the summit of cycling offered an inspirational story that transcended the sport. However, his downfall has ended "one of the most sordid chapters in sports history," USADA said in its report published two weeks ago.

The decision to create a seven-year hole in the record books marks a shift from how organizers treated similar cases in the past.

When Alberto Contador was stripped of his 2010 Tour victory for a doping violation, organizers awarded the title to Andy Schleck. In 2006, Oscar Pereiro was awarded the victory after the doping disqualification of American rider Floyd Landis.

USADA also thinks the Tour titles should not be given to other riders who finished on the podium, such was the level of doping during Armstrong's era.

The agency said 20 of the 21 riders on the podium in the Tour from 1999 through 2005 have been "directly tied to likely doping through admissions, sanctions, public investigations" or other means. It added that of the 45 riders on the podium between 1996 and 2010, 36 were by cyclists "similarly tainted by doping."

The world's most famous cyclist could still face further sports sanctions and legal challenges. Armstrong could lose that 2000 Olympic time-trial bronze medal and may be targeted with civil lawsuits from ex-sponsors or even the U.S. government.

McQuaid said the UCI's board will meet Friday to discuss the Olympic issue and whether to update other race results due to Armstrong's disqualifications.

The IOC said in a statement it would study the UCI's response and wait to receive their full decision.

"It is good to see that all parties involved in this case are working together to tackle this issue," the IOC said.

A so-called "Truth and Reconciliation" commission, which could offer a limited amnesty to riders and officials who confessed to doping practices, will also be discussed, UCI legal adviser Philippe Verbiest said.

In total, 26 people ? including 15 riders ? testified to USADA that Armstrong and his teams used and trafficked banned substances and routinely used blood transfusions. Among the witnesses were loyal sidekick George Hincapie and admitted dopers Tyler Hamilton and Landis.

USADA's case also implicated Italian sports doctor Michele Ferrari, depicted as the architect of doping programs, and longtime coach and team manager Johan Bruyneel. Ferrari ? who has been targeted in an Italian prosecutor's probe ? and another medical official, Dr. Luis Garcia del Moral, received lifetime bans.

Bruyneel, team doctor Pedro Celaya and trainer Jose "Pepe" Marti opted to take their cases to arbitration with USADA. The agency could call Armstrong as a witness at those hearings.

Bruyneel, a Belgian former Tour de France rider, lost his job last week as manager of the RadioShack-Nissan Trek team which Armstrong helped found to ride for in the 2010 season.

Italy court ruling links mobile phone use to tumor

ROME (Reuters) - Italy's supreme court has upheld a ruling that said there was a link between a business executive's brain tumor and his heavy mobile phone usage, potentially opening the door to further legal claims.

The court's decision flies in the face of much scientific opinion, which generally says there is not enough evidence to declare a link between mobile phone use and diseases such as cancer and some experts said the Italian ruling should not be used to draw wider conclusions about the subject.

"Great caution is needed before we jump to conclusions about mobile phones and brain tumors," said Malcolm Sperrin, director of medical physics and clinical engineering at Britain's Royal Berkshire Hospital.

The Italian case concerned company director Innocenzo Marcolini who developed a tumor in the left side of his head after using his mobile phone for 5-6 hours a day for 12 years. He normally held the phone in his left hand, while taking notes with his right hand.

Marcolini developed a so-called neurinoma affecting a cranial nerve, which was apparently not cancerous but nevertheless required surgery that badly affected his quality of life.

He initially sought financial compensation from the Italian Workers' Compensation Authority INAIL which rejected his application, saying there was no proof his illness had been caused by his work.

But a court in Brescia later ruled there was a causal link between the use of mobile and cordless telephones and tumors.

Italy's supreme court rejected an INAIL appeal against that ruling on October 12 though its decision was only reported on Friday.

It said the lower court's decision was justified and that scientific evidence advanced in support of the claim was reliable. Marcolini's situation had been "different from normal, non-professional use of a mobile telephone", it said.

The evidence was based on studies conducted between 2005-2009 by a group led by Lennart Hardell, a cancer specialist at the University Hospital in Orebro in Sweden. The court said the research was independent and "unlike some others, was not co-financed by the same companies that produce mobile telephones".

Springsteen explains why he's supporting Obama

NEW YORK (AP) ? After vowing not to get involved in this year's presidential election, Bruce Springsteen is supporting Barack Obama again, saying he believes Obama is the best person to lead America.

The Boss posted a message on his website Wednesday night endorsing Obama's re-election, saying he had been "getting asked a lot about where I stand." Springsteen is making his debut on the 2012 campaign trail Thursday at events in Cleveland and Ames, Iowa, with former President Bill Clinton.

Springsteen supported Obama in 2008. In his letter, he called Obama's four years in office "a really rough ride" because of the "economic chaos" from President George W. Bush's administration and "the extraordinary intensity of the opposition."

But the 63-year-old rock star said he's behind Obama because of the president's views on the rights of women and gays, ending the war in Iraq and tracking down Osama bin Laden.

"Right now, there is a fight going on to help make this a fairer and more equitable nation. For me, President Obama is our best choice to get us and keep us moving in the right direction," he wrote.

Springsteen said Obama, who is facing Republican rival Mitt Romney in November, needs increased support from Congress if America wants the next four years to be effective.

"He needs support in the Congress, where some sterling candidates, such as current Senator Sherrod Brown of Ohio, challenger Elizabeth Warren in Massachusetts, and so many others, are fighting to make their constructive voices heard," he wrote.

The rock icon added that the division of wealth in the United States is a great issue and that Obama "is our best choice to begin to reverse this harmful development."

Dinosaur-era acoustics: Global warming may give oceans the 'sound' of the Cretaceous

ScienceDaily (Oct. 18, 2012) ? Global temperatures directly affect the acidity of the ocean, which in turn changes the acoustical properties of sea water. New research suggests that global warming may give Earth's oceans the same hi-fi sound qualities they had more than 100 million years ago, during the Age of the Dinosaurs.

The reason for this surprising communication upgrade is that whales vocalize in the low-frequency sound range, typically less than 200 hertz, and the new research predicts that by the year 2100, global warming will acidify saltwater sufficiently to make low-frequency sound near the ocean surface travel significantly farther than it currently does -- perhaps twice as far.

Rhode Island acoustician David G. Browning, lead scientist on the research team, will present his findings at the 164th meeting of the Acoustical Society of America (ASA), held Oct. 22 -- 26 in Kansas City, Missouri. He explains the sea change this way: "We call it the Cretaceous acoustic effect, because ocean acidification forced by global warming appears to be leading us back to the similar ocean acoustic conditions as those that existed 110 million years ago, during the Age of Dinosaurs."

Their work builds on the recent investigation by other researchers who analyzed historic levels of boron in seafloor sediments to reconstruct ocean acidity for the past 300 million years. Using boron's sound absorption traits and impact on low-frequency transmission, Browning and his colleagues were able to predict the soundscape of ancient oceans to conclude that 300 million years ago, during the Paleozoic, the low frequency sound transmission in the ocean was similar to conditions today. They also found that transmission improved as the ocean became more acidic, reaching its best transmission value around 110 million years ago -- allowing low frequency sound to travel twice as far.

"This knowledge is important in many ways," notes Browning. "It impacts the design and performance prediction of sonar systems. It affects estimation of low frequency ambient noise levels in the ocean. And it's something we have to consider to improve our understanding of the sound environment of marine mammals and the effects of human activity on that environment."

If further work validates this model, future SCUBA divers might hear in the oceans with the same clarity as the dinosaurs.
